Order of fireball rolls

It just came up in our league. When you roll for fireball:
1) You roll 4+ for each player and armour/injury immediately for each knocked down player
2) You roll 4+ for all players and then armour/injury for all.
It matters for ball bouncing. If you use 1), ball could bounce to a still standing player with the possibility to a second bounce (if he fails pick up or is then blasted by the fireball. On case 2) only one bounce if the ball carrier is down and that second player gets KOed/injured
Has the NAF ruled on this?
