well that is what a FAQ is for to straighten out a poorly written rule

so one the same team:
player one tries to use DC and fails you cannot decide to use player 2 to use DC because they would cancel each other out

He said "opposing" players.

P.14 of the CRP (sorry, no idea in BB2016) - "If both coaches want to use a skill to affect the same Action or move, then the coach whose turn is taking place must use his skill first."

You cannot, with limited wordspace, make clarifications for every rule interaction within the wording of each rule. FAQs can be a preemptive catchall for those clarifications as well as answering any subsequent actual questions.

Derailing a bit, but that reminds me of another scenario (which I'm sure has been answered dozens of times)

Player A has Dodge, Player B has Diving Tackle. Which is correct:

Player A rolls a 1 for the Dodge, player B doesn't therefore use Diving Tackle. Player A rerolls dodge and succeeds on a 2+. Can B use DT still?

Or

Play A rolls a 1 for the dodge, then rerolls it and gets a 2. Player B then decides whether to use DT.

Player B decides whether to use DT after 1st roll, if not used on 1st roll player again has choice after the 2nd dice roll.

So if 1st roll is a 1, the DT can choose not to use it; after 2nd roll they may choose to not use it either as roll is low e.g. 1 or high e.g. 6 as in either case DT and therefore there player being prone does not make a difference to the result. If DT was used to create fail on first roll player must stay prone for re-roll whether opponent rolls a 1 or 6.

ps CRB said "...Diving Tackle may be used on a re-rolled dodge if not declared for use on the first Dodge roll..."
