GW have always been famous for their dodgy Rulebook layouts, as anyone who owned the labrynthine WH 40K 1ed. ( I had one of the copies with many typos and turn to page xxx's :) ) or 3ed WHFB would tell you

They have been better in recent years, and i think the BB one aint too bad.

I have no problem with the current rulebook layout. The one thing that would be helpful in every GW book I own, is an index. Just a little something that will help me reference all pages with information pertaining to certain situations. I need this less with BB than other rulebook (WHFB, WH40K), but can see were it would be very helpful to new players.

With the new box set there is a 4 page starter rule set. It is great for the novices out there. but they could expand that a little and change the rulebook to suit the more experienced players that may be a very good idea.
