One alternative would be to set an expected number of games (say, 10), and grant all teams a redraft budget equal to the minimum redraft budget of teams that met that number of games.

So, you set the length of the season at 10 games. Group A all play at least 12 games. Group B (more casual players) don't complete more than 8. Give everyone in Group B the same redraft budget as the lowest redraft budget in group A.

This still rewards your most active and successful teams (and frankly, with player cost increasing with skills, they probably have the most need to spend) but doesn't unfairly punish your less active coaches.

I believe guys on fumbbl have come to some pretty neat solution regarding redrafts (just don't have enough willpower to digest all 100 pages of this madness, may be somebody will be kind enough to provide a round up of the current state of affairs? :) ). From what I've managed to grasp from last several pages, they want to use sort of variable seasons' limits. Like, "season" the team currently is in is not strictly bound to some specific time period, and is not synchronized with other teams' seasons (sorry for the awkward phrasing). It's just property of said team. Thus, you can have 2 teams you started to play with at the same time, and one will be in season 2, and the other in season 5. Thus the only real thing that matters is how many games each of them has played till this moment, it's not bound to how much time has actually passed since its creation. What actually makes sense, because number of games is all that matters, in the end. So you can just say "20 games is normal season length, +5 games at best for those with a lot of time; but no more winnings and SPPs for games past those 25 until you'll transition this team to the next season"

That even can be adapted to the lore at hand :) As at the moment of time we are in, NAF is non-existent, and BB sport world is sort of unruly, chaotic environment with self-employed rogue teams belonging to different cultures from all over the world, roaming the land. Each of such team may have its own internal customs, habits and schedules, thus some of them may count 3 months a "season", and the others may say it's 6 months, or even 12 months, depending on how much they want to be involved (some teams with die-hard full-time players accept any opportunity to play a match, and others may prefer to spend more time indulging themselves in any possible sin on their way and site-seeing until they've spent all winnings from the last time) and what is considered "a season" in some desolated godforsaken patch of land they originate from.

So "a season" for them is just a concept, a time span after which they suspend the team for some prolonged period of time, to get some rest, see their families and sort out some personal matters. Or find a decent job, at last.
